So I just overheard a part of a conversation.
"Do we like the Department of Homeland Security?"
"I don't know, aren't they necessary?"
"Maybe necessary, but not effective."

...

Here's a hint. No government body that is ineffective is necessary. Especially when it replaces/supersedes a whole set of government bodies that were all at least nominally effective.
